Group Health, Safety & Transport Compliance Manager\n\nLoaction - Skelmersdale - Also covering other sites. \n\nUp to £55,000.00 per year\n\nRole Overview\n\nThe Group Health, Safety & Transport Compliance Manager is responsible for leading and embedding a best in class safety and compliance culture across all operations. Covering six depot's : Skelmersdale, Warrington, Heysham, Isle of Man, and WS Mezeron: Glasson and Ramsey.

This role ensures full compliance across health & safety and transport legislation, including operator licence obligations.\n\nThis is a senior, hands-on role requiring strong leadership, regular site presence, and the ability to influence operational teams, drivers, and senior management. The successful candidate will play a critical role in protecting the business, its people, and its operator licences while driving continuous improvement.\n\nKey Responsibilities\n\nHealth & Safety Leadership\n\nDevelop and implement a Group-wide Health & Safety strategy\nCreate and standardise policies, procedures, and safe systems of work across all depots\nDrive a proactive, behavioural safety culture across transport, warehousing, and engineering operationsTransport Compliance & Operator Licence Management\n\nEnsure full compliance with operator licence undertakings and transport legislation\nAct as the central compliance lead in line with Driver and Vehicle Standards Agency (DVSA) requirements\nOversee tachograph compliance, driver hours, and Working Time Directive adherence\nMonitor vehicle maintenance systems, ensuring compliance with inspection schedules and record keeping\nSupport and challenge Transport Managers to ensure legal and operational standards are consistently met\nPrepare for and manage audits, including DVSA investigations and Public InquiriesCompliance & Governance\n\nEnsure adherence to all relevant legislation including the Health and Safety at Work etc. Act 1974\nAct as the main point of contact for regulatory authorities including the Health and Safety Executive\nMaintain up-to-date knowledge of UK and Isle of Man regulatory frameworksAudits, Risk & Incident Management\n\nConduct regular compliance and safety audits across all sites\nLead accident, incident, and near-miss investigations, ensuring root cause analysis\nDevelop and maintain risk assessments (RAMS) and safe systems of work\nImplement corrective and preventative actions across the GroupTraining & Culture\n\nDeliver and oversee H&S and transport compliance training programmes\nEnsure driver CPC awareness, toolbox talks, and ongoing compliance training\nBuild a strong safety-first culture across all levels of the businessOperational & Commercial Support\n\nWork closely with depot managers, transport teams, and senior leadership\nProvide practical, commercially aware compliance solutions\nSupport operational efficiency while maintaining legal complianceReporting & Performance Management\n\nDevelop and track KPIs across safety and transport compliance\nProduce monthly board reports on compliance, risk, and performance\nDrive continuous improvement through data analysis and trend monitoringKey Skills & Experience\n\nProven experience in a senior Health & Safety and/or Transport Compliance role within logistics, transport, or engineering\nStrong working knowledge of operator licence compliance and DVSA expectations\nExperience managing multi-site operations\nStrong understanding of fleet compliance systems, tachographs, and maintenance planning\nExcellent leadership and influencing skills\nAbility to challenge constructively and drive behavioural changeQualifications\n\nNEBOSH General Certificate (essential)\nNEBOSH Diploma or equivalent (preferred)\nCPC in Road Haulage Transport Management (highly desirable)\nMembership of Institution of Occupational Safety and Health (IOSH) (GradIOSH/CMIOSH desirable)\nFull UK driving licence (essential)Key Attributes\n\nStrong leadership presence with a hands-on approach\nDetail-oriented with a high level of accountability\nResilient and confident in enforcing compliance standards\nCommercially aware and solutions-focused\nPassionate about safety, compliance, and continuous improvementReporting Line\n\nReports directly to the Group Operations Director / Board\n\nSuccess Measures\n\nMaintenance of fully compliant operator licences across all depots\nReduction in accidents, incidents, and compliance breaches\nSuccessful external audits and zero critical findings\nImproved safety culture and engagement across the business\nConsistent, high standards across all sitesWork Location: In person\n\nProcessing Your Data \n\nBis Henderson Recruitment is a leading provider of recruitment, interim management and consultancy services to the supply chain and logistics industry.
